Oxi Clean uses sodium percarbonate crystals to generate hydrogen peroxide, which then spontaneously decomposes into water and oxygen.It also produces sodium carbonate, a detergent.

Because of this, Oxi Clean acts as and additional cleaner in laundry, and also acts as hydrogen peroxide bleach to surface react with oxygen sensitive dyes such as those found in stains.Of course, it's not very effective thrown in the wash; for stains, you can actually soak the stuff in a bucket of Oxi Clean and water for a day or so, then wash.Compared to chlorine bleach, it's safe and won't damage most fabric or fade colors.Similarly, hand washing some more sensitive fabrics won't shred them like a washing machine will.You do what you gotta do.

Oxi Clean works as a general household cleaner as well, and you can thus use it to soak and clean the toilet, bath tub, dishes, tile floor, etc.I actually use it for this purpose mostly.
